It has been three years. Quite unexpectedly, I stumbled upon on this subject in the room the English magazine "Fortean Times" for October / November 1993. Under the heading "Ancient space module? there was the photo shown, I knew and was accompanied by the following brief comment:

But I remembered that Tushpa was the ancient capital of Urartu, which is situated on the shores of Lake Van, and known as the Ararat of the Bible - namely, there is a double peak of the majestic Mount Ararat (Fig. 9). 
In the first millennium BC, Urartu was a powerful kingdom, rival to the south to Assyria. In those days, in Urartu borrowed Sumerian cuneiform, and public documents were written in Akkadian. However, the native language of its inhabitants is not the first nor to the Semitic group (like Akkadian), neither to the Indo-European group (like a neighbor to the west). Maybe it was the predecessor of Sumerian language? And was not the first home of the Sumerians Ararat which, according to the Bible were people who came from the east and settled in the land Shinear (Hebrew name of Sumer)? This version is consistent with the traditions and legends of the people of Urartu, alleging that they were descended from Noah's Flood outside the ark.
